Education City is a 14-square-kilometre campus in Al Rayyan that houses branch campuses of eight world-renowned universities, the Qatar Science & Technology Park (QSTP), and Qatar Foundation's innovation hub. It's the ideal location for EdTech startups, research consultancies, and businesses serving the academic community.
Key points
- QF Tenant Agreement: You cannot just rent from a private landlord. Leases are issued by QF or their approved building managers.
- Restricted Activities: Business activities here must support education, research, or technology. General retail (e.g., clothing stores) is typically restricted.
- QSTP District: If you are a Tech or Biotech startup, you likely fall under Qatar Science and Technology Park (QSTP) regulations.
- Security Access: The area has controlled gates. All staff must undergo security screening to get a QFID card.
- Qatar Sponsorship: Often, companies in this zone are "spun out" from universities or require a QF department as a sponsor.
Why set up in Education City?
Education City is Qatar's engine for human capital. It offers proximity to universities and top-tier tech infrastructure.
QSTP provides incubation for startups working in AI, biotech, and sustainable energy.
High demand for student support services, exam centers, tutoring, and educational publishing.
State-of-the-art laboratories and office space designed for science-based industries.
Key Areas in Education City
The zone is divided into the general Campus (Universities) and the Tech Park.
The commercial and R&D arm. Home to tech startups, R&D centers, and high-end scientific offices.
Surrounding HBKU, Georgetown, and others. Suitable for support services, bookstores, and student amenities.
QF Regulations & Security
Because Education City houses sensitive research and youth, the security protocols are stricter than in West Bay.
Do not assume a CR allows you to operate here. You must follow these steps:
- Tenant Sponsorship: To get a lease, you generally need to be approved by the QF "Landlord & Tenant" department. This often involves a business case review.
- QFID Cards: Every employee must have a QFID (Qatar Foundation ID) to enter the gates. This requires a background check and specific registration with QF Security.
- Building Use Certificate: The QF Security team inspects the premise to ensure it matches the business license (e.g., you can't turn an office into a kitchen without approval).
- Visitor Passes: If you host clients or suppliers, you must issue them electronic guest passes in advance.
Process overview
- Application: Submit a proposal to Qatar Foundation (QF) or a QSTP incubator for space.
- Lease Agreement: Sign the "QF Tenancy Agreement" (distinct from standard Baladiya leases).
- Company Registration: Submit the QF lease to MOCI to obtain the Commercial Registration (CR).
- QF Security Clearance: Submit employee passport details to QF Security for QFID card issuance.
- Fit-Out: Complete any interior work under supervision of QF Engineering Department.
- Move-In: Activate QFID cards for staff and commence operations.
